
“Today we express the gratitude of 329 million Americans,” President Donald Trump said.
The Presidential Citizens Medal honors a citizen of the United States, “who has performed exemplary deeds or services for his or her country or fellow citizens.” On November 7, 2019, President Trump presented the medal posthumously to Colonel Richard Rescorla for heroic deeds during the September 11, 2001, terror attacks on the World Trade Center in New York City. His wife, Susan, accepted the award on his behalf.
Colonel Rescorla, whose office was on the 44th floor of the South Tower, ignored instructions to remain in place and evacuated 2,700 Morgan Stanley employees and others. He was headed back up the stairs to rescue more people when the South Tower collapsed. At the ceremony President Trump pledged to “forever and always remember this incredible American hero.”
Originally designed as the “Public Audience Room,” the East Room is the largest and most ceremonial of the State Floor rooms. It is minimally furnished to better accommodate large gatherings and events, from press conferences to weddings and concerts.
